Is there a relationship between strict rules and freedom of style?
Perhaps better said there is balance between the two. English allows you lots of freedom, but there are times when you have to adhere to the conventions of a certain kind of writing in order to offer the best quality text for your reading audience. You have to consider your audience and purpose before knowing how much freedom you have and how many requirements there are.
This question is so general that I find it difficult to answer, to be honest. So, I am going to refer you to the "experts" out there to find the information that best suits your needs.
